＞すいません。もしかして ＞this hot rhetoric=these hot words ということでしょうか？ そうだと思います。 熱い物の言い方 → カッカした物の言いよう ぐらいの意味です。 英語では同じ言葉の繰り返しを嫌うので、単調になるのを避けるために 違う言葉で置き換えていると考えていいんじゃないでしょうか。 ついでに、plays right into the hands of fanatics in Iran は、 play into someone's hands で、～ の思う壺だ ぐらいの意味に とらえるといいと思います。
