Are there appropriate policies for developing and modifying accounting systems and controls (including changes to and use of computer programs and/or data files)? の和訳としてひとまず、「経理システムと情報システムに係る統制（コンピュータ・プログラムまたはデータファイルの変更と使用など）の開発・変更のための適切な方針があるか。」としましたが、おかしいところはないでしょうか？

こんにちは。「and」はご理解のとおりでよいと思います。すなわち「computer」以降ですね。 ついでに、この場合の「control」は対象が会計ですから、制御よりも管理の方がよいと思います。パスポート・コントロールのような使い方ですね。 「and/or」は毎度のこと訳しづらいですが、直訳すれば「コンピュータのプログラムと、データ・ファイルの双方またはいずれか」。

The president of a business might say, “Let’s (use) a computer to keep track of all our inventory information, accounting record, and budget lines are overspent, and let it handle the payroll.” 会社の社長は「コンピュータを在庫情報や会計記録、使いすぎな予算線を記録したり、給与を処理させたりしましょう。」というかもしれない。 (use)となっているのは入試問題の文なのでこの部分はこれが入るのではないかと自分で考えて入れた単語です。 と訳してみたのですが and budget lines are overspent という部分がよく分かりません。 keep track of・・・ で在庫情報、会計記録、予算線を記録する といったように「,」でつなげていって最後にandをつけているのかと思ったのですがbudget lines のあとにare overspentとあるのが何でなのか知りたいです。
