私も、theirはsomeone from a different countryを指していると思います。 でも、日本語訳もきちんとそうなっていると思いますよ。 順番に直訳すると、 私たちは思うかもしれない／違う国から来た人が無礼に振舞っている／彼らの振る舞いが彼らの国で完全に認められているとき ってなりますよね？ つなげると、 「彼らの振る舞いが彼らの国で完全にみとめられているとき、違う国からきた人が無礼に振舞っていると、私たちは思うかもしれない。」 日本語と英語は順番が逆になってるんで、入れ替えると、 「違う国から来た人の振る舞いが違う国から来た人の国で完全に認められているとき、彼らが無礼にふるまっていると、私たちは思うかもしれない。」 ってなるので、きれいにまとめると、参考書の日本語訳になると思います。
