Koala babies stay inside the mother's pouch for almost a month after they are fully developed . という文を見かけました。このとき、後ろの they are を、 they were にはしませんか？

過去形にはなりません。 おそらくご質問者様は、日本語の「～した後」という表現を考慮されて、「after they were developed」の方がよいのではないかとお考えになったのではないですか。英語の時制の話は日本語訳に引きずられてはいけません。「コアラの赤ちゃんが成長する」のはいつの話でしょうか。これは現在のお話ですね。現在といっても今この限りで終わる動作ではなく、今この時点でも、また昨日も、1年前も、100年前も、明日も、1年後も、100年後も同じ変わらない状況を表しています。このような時、英語では現在形を使って表現をします。 もし過去形を使ってしまうと、過去の過ぎ去った(現在とは何ら関係のない)話になってしまい、現在形が使われている主節のKoala babies stay～とつながらなくなってしまいます。
