People are demanding less government and lower taxes 人々は安上がりな政府を望んでいる(より小さい政府、より安い税金) at the same time と同時に that they expect more protection from technology's risks. テクノロジーリスクからの保護を求める というわけで、前の方々と基本的には同様です。 危険なことから守ってほしいと思っている一方で、税金を払いたくない、という庶民感情をあらわしています。
