「有効なCSSを使うこと自体、基本的な品質特性のひとつとして評価される。それによって効果が無い（意味が無い）CSSのコードを特定して削除する事ができ、また適切なCSSの用法を確実にする。」 最初のところ、結構意訳しました。measurableは”測定可能な”と訳されると思います。ただ、それでもピンとこず、後の文を見ていくと、どうやら、 CSSをきちんと書くことによって、効果のない役に立たないCSSのコードを発見して削除しやすくするようなことが書いてあるので、恐らく、自分にも人にも見やすく、バグが入り込む余地がなくなり、その意味でCSSの記述の基本的な品質基準として”測定可能”なのですが、どっちかと言うと”評価される”と言うことかと思いました。
