as many as で「～もの（～も多くの）」という熟語がありますが、 後に可算名詞が来る場合で、 不可算的なら as much as 距離なら as far as そして時間なら as early as となります。 as many as は熟語となっていても、それぞれが１つ１つ熟語扱いにはならないので、 まとめて理解しておけばいいと思います。 今が７月などで、「早くも８月には」「８月にはすでに」という意味が出ます。 意図された completion「完成」の時期、11月後半ということを考えると、 おそらく、早くも８月には始まるだろう、という可能性・推量を表わしています。 can を仮定法で表現したものに違いありませんが、 could で「～かもしれない」という意味になります。 could have 過去分詞で「できただろうに」という仮定法（過去完了）なのか、 あるいはこの推量の過去版「～したかもしれない」なのか の区別がなくなるのは英語の限界で、ここでも質問になったことがありました。
