英文の中の"to"の意味
以下の文の真ん中ほどに、"～the most robust route to maintaining a ～"とありますが、"the most robust route to maintain a ～"とした場合と意味が変わるのでしょうか。またこの時の"to"はどのように解釈すればよろしいでしょうか。 The main argument of this paper is thus simple: creating a strong atmosphere of trust and longevity in employee relations is ultimately the most robust route to maintaining a sustainable competitive edge, rather than betting on the latest managerial or technological quick fix. 解説いただければ幸いです。よろしくお願いいたします。

すみません、特に全体の内容を吟味することなく、route to ～ing と、rather than betting ～だけを見ておりました。 route to ～ing の部分は #1 で申し上げた通りです。 とにかく、route to 名詞「～への経路、～にたどりつく方法」があります。 そして、rather than というのは、普通の than が接続詞的に SV が根底にあるのに対し、 A rather than B ＝ rather A than B で「B というよりもむしろ A」というふうに、 同等レベルのものの A と B を結びつけます。 基本は単純な名詞同士です。 そして、A が前にくる場合は A, rather than B となることも多いです。 ここでは B の方が betting ～であることは当然として、A に当たる同等のものは 同じ動名詞句の 1 reating a strong atmosphere of trust and longevity in employee relations 2 maintaining a sustainable competitive edge の２つが考えられます。 ここでは内容的に is ultimately the most robust route to ～ の主語である部分についての対比です。 It is A rather than B that is ultimately ～. というふうに、強調構文にすればよりわかりやすくなるでしょう、日本語的には。 ～への最短距離は B することなどより、A の方だ。

何故 "to maintaining" になるのかは、wind-sky-wind さんがすでに回答されている通り、route が「XXX への道のり」という意味だからです。 ですが、"maintaining to" と "betting on" が並立していると見るのは間違っています。 並んでいるのは "creating a strong atmosphere ... " と "betting on ..." で、 「信頼と長期的な社員関係という社風・雰囲気を作る事」は「最新のマネージメントや技術面での応急処置をアテにする事」よりも 「維持可能な優勢を持続する事への近道」なのです。 ほぼ直訳なので変な日本語ですが、つまり「競合相手に対する優勢を持続する」ためには「信頼と長期的な社員関係という社風・雰囲気を作る事」の方が「最新のマネージメントや技術面での応急処置をアテにする事」よりも効果的だ、という事です。 "maintaining to" と "betting on" が並立していると見ると、 「信頼と長期的な社員関係という社風・雰囲気を作る事」は 「最新のマネージメントや技術面での応急処置をアテにする事」よりも「維持可能な優勢を持続する事」 への近道である。 という事になってしまい、「信頼と長期的な社員関係という社風・雰囲気を作る」と「競合相手に対する優勢を持続する事」への方が「最新のマネージメントや技術面での応急処置をアテにする事」よりも速く到達する、という意味になります。

route は way と同じような意味なので、 way to 原形「～する方法」的な用法があるように感じるのだと思います。 もともと、the way to the station のように、普通の前置詞 to で「～への道」です。 不定詞の to はもともと前置詞の to であり、それがどこかに残ってはいるのですが、 形容詞的用法として way to 原形という場合はほとんど、to の意味は消えています。 （未来的云々という点では残っていますが） 一方、route は the route to 名詞で「～への道」であり、 比喩的に「～へと向かう道筋、経路、方法」となる場合も、 本来の the route to 名詞とするしかありません。 だから、to 以下に「～することへの経路」としたい場合は 不定詞ではなく、前置詞 to の後で動名詞、とするしかありません。 route は不定詞の形容詞的用法は合わず、the route to 名詞、と覚えておいてください。 「～するための方法」ではなく、あくまでも「～へと向かう道筋」 こういう向かう to の意味が必要です。 不定詞の未来的云々とは別に。

このtoはmaintainに掛かる不定詞ではなく前置詞です。 mitaining a sustainable competitive edge《持続可能な競争力を維持すること》 へと到達する、 the most robust route《最も強固な径路》 であるといったニュアンスです。 このような表記法の理由として、 rather than以降の betting on the latest と並置・対照させるために他なりませんね。
