the extent sales of equipment developed in such projects occurの所ですが、sales of equipment developed in such projects occurはthe extentを修飾していると解釈したのですが、occurは自動詞なので後にinか何かが付くのではと疑問に感じております。ここの所はどのように理解すれば良いのでしょうか？ご教授お願い致します。

ということで、thatが省略されていることはお分かりと思います。
このthatは関係代名詞ではなく、接続詞(いわゆる同格のthat）で、the opinion that he is rightとか言うときのthatと同じやつです。
従って、その後に来る文章は完全な文章で良いです。
