encourageのうしろにinがあるのですがふつう人が続く場合はinは必要ないのではないのですか？encourage O1 in O2の場合でも、inの後ろは物事でencourageの後ろは人が続きますよね。 According to this thesis, philanthropists, in professing to help the poor, were encouraging in them such values as prudence, thrift, and temperance, values perhaps worthy in themselves but also designed to create more productive members of the labor force. ここでencourageの部分はどう訳して理解すればいいのでしょうか？

Newspapers have been accused of trying to set the agenda for the government (= decide what is important). この文はagendaの例文なんですが、予定表（議事表）をsetする、という表現がなぜdecide what is importantという意味になるのでしょうか。また、文自体の意味もわかりません。「新聞が政府の重要なことを決定しようとしたことで非難（告訴？）された」と訳してみたんですが、意味がよくとれませんでした。

慣用的表現で、I am to blame(非難されるべきは私だ）や、Who is to blame(誰がわるいんだ）はよく見かけます。辞書でblameは他動詞 で、とがめる、＜罪・責任を人に＞負わせる、..のせいにするなどの意味があります。なぜtoがつくと、非難するから非難されるに意味が 転換しちゃうんでしょうか。toの品詞と役割が分かりません。あるいは何かが省略されているのでしょうか。ご教示いただきたいと存じま す。 （非難されるべきは私だといいたいときに、このイディオムを知らなければ、I am to be blamed とか、I should be blamed といいそう ですよね。） よろしくお願いいたします。
