どの様に訳すべきか教えてください
The notice shall be performed within the latest period of 7 days prior to date of the second meeting. を直訳しますと、 「第２回会合の日の７日前の”最新の期間”内に通知をすること」 と訳せますが、これでは意味が解りません。 "within the latest period" の訳し方に問題があると考えますが、どのように訳すべきでしょうか？ 教えて頂ければ幸いです。

もしかしてこれはネイティブが書いた英語ではないですか？ Noticeを発行する」はPerformではないし、Within the latest periodも検索してもひっかりませんでした。 意味はNo.1さんの言う様に「一番遅い」ですが たぶん 「次回会合の直前７日前」と言いたいのだと思います。

late は、下記のように「遅い」という意味ですから、最上級はもっとも遅い＞「最後の」という意味になります。 http://eow.alc.co.jp/late/UTF-8/ 「第２回会合の日の７日前の”最後の期間”内に通知をすること」でしょう。
