offerには 「申し出る」to ask someone if they would like something という意味と 「提供する」to provide something that people need or want という意味がありますが、「申し出る」という意味の例文に She offered some chocolates to the children という例文がありました。 「彼女は子供たちにチョコレートが欲しいか申し出た」 とういう意味になると思うのですが 「彼女は子供たちにチョコレートをあげた」 という意味にもとれますよね？ ネイティブスピーカーはどちらの意味で考えがちなのでしょうか？ 回答よろしくお願いいたします。
