in effect を使って The Upper House President tendered his resignation, saying in effect that he did not want to see an impasse in Parliamentary business. という例文があるのですが、この場合in effectは「～という趣旨」と訳されています。 「～という趣旨で」という意味では、to the effect that が使われているのを見かけますが、in effect は辞書には「事実上」とか「効力を有して」の意味しか見つかりません。「～という趣旨」で使うことはよくあるのですか。 ご存知の方、教えてください。 よろしくお願いします。

「in effect」ではさほど認知されては居ませんが、「effect」自体に「趣旨」「旨」の意味がありますので、「in effect」=「~~~の趣旨で」と訳されるのが自然ではないでしょうか? 勿論「to that effect」が主流であることは間違いないでしょうが、「to that effect」の後に又「that」以下に「that」が連続して続くのを忌諱しての使い方です。 新聞英語の特徴と云えるでしょう。まー、冗長を防ぐ意味もあってとご理解されたら如何でしょうか。

その意味でよく使いますよ。私はどちらかと言えばＴｏ ｔｈｅ ｅｆｆｅｃｔ ｔｈａｔよりＩｎ ｅｆｆｅｃｔを使いますね。字数が少ないほうを好むので。

こんばんは。 ＞＞＞「～という趣旨」で使うことはよくあるのですか。 私も知りませんでしたが、あるみたいですね。 http://eow.alc.co.jp/%22in+effect%22/UTF-8/ しかし、「～の趣旨で」は、「事実上」「実質的に」からの意訳の一つとして考えられますから、 特に「～の趣旨で」を覚えておく必要はないのではないかと思います。 ご参考に。
