法律関連の英文なのですが、訳を手伝っていただきたいです。

The court noted that the proceeding involved "conflicting private claims to a valuable privilege": although the rule on its face made only a general determination as to the number of stations that would be available in the two cities, in effect it determined which of several competing applicants would get a license. 裁判所はその手続きは「価値有る特権に矛盾する私的な権利を含んでいると言及した。 その規則は表面上、二つの都市の間で利用できる局の数についてはある一般的な決定しか作ってはいないにもかかわらず、実際はさまざまな利用によりある許可を得ることを決めている。 と訳したのですが、中でも特にin effect辺りからの訳が不自然になっていると思うので誰かより良い訳を教えていただきたいです。よろしくお願いします。

裁判所は、その手続きは「有益な特権への対立する私的要求」を含むと指摘した。すなわち、その規則は表面上は2都市で使用できる局数についての大まかな決定をしているだけだが、実際は、いくつかの競合する応募者のうちのどれがライセンスを獲得するかを決めていたのだった。 あんまりうまく訳せませんでしたが、少しは参考になるでしょうか。

station は、放送局でしょうか?わかりませんが、 前半"conflicting private claims to a valuable privilege": 意味としては、"その訴訟手続は、一つの営利的権利をめぐって対立する幾つかの私的権利要求に関わる" とでも言うのでしょうか。 後半ですが、 局の数についての取り決めがあるにすぎず、事実上は競合する応札者・応募者・権利要求者のうち(どちらに、どちらの市側に)ライセンスを認めるかを決めていた。といった意味です。

    When automobiles first began to appear on the roads and streets of this country they did not have horns of any kind. The noise they made and the moderate speed at which they went made horns unnecessary. But in time it was felt that a warning device was needed. The first such signal was a hand-operated horn consisting of a rubber bulb on one end of a brass trumpet. In 1908 an inventor secured a patent on a horn that was electrically operated. He coined Klaxon as the trade-mark for his new product, and this word has now become popular. In early May, Haig set the timetable for the Flanders offensive, with 7 June the date for the preliminary attack on Messines Ridge. Ypres is overlooked by Kemmel Hill in the south-west and from the east by a line of low hills running south-west to north-east. Wytschaete (Wijtschate) and Hill 60 are to the east of Verbrandenmolen, Hooge, Polygon Wood and Passchendaele (Passendale).
