one comma five ではなくて、one point five ですね。 市場（一定期間内での出荷・販売）のシェアであれば、 Now, ABC's share of Japan PC market is one point five percent. とか。 据付台数シェアであれば、 Now, one point five percent of PCs used in Japan are ABC. とか。 なお、 ABC's share と Japan PC market とを結ぶ前置詞は、of でなくてはいけません。

atは不要です。 a) The share of "ABC" in all PC's of Japan is one point five percent now. b) The share of "ABC" is one point five percent in all PC's of Japan now. 前者の方が意味としてしっかりしていると思いますが、後者も間違いでは ないと思います。

通常なら、単純に1.5％、あるいは1.5 percent（確かパーセントは複数形にならないと思います）という明記が一番明確で問題ないと思いますが、言葉で言い表さないといけないのであれば、one and a half percentがしっくりくるように思います。one point five percentも、音声で聞くと違和感ないのですが、書いたもので見ることは少ないかも。でも、もちろん間違いではないと思います。 文章全体としては、"ABC" currently has one and a half percent share of the PC market in Japan とか、"ABC" holds one point five percent share in the Japanese PC market right now なんてとこでしょうか。

５のときはhalfが使えるんですね。 書いていただいた英文のほうが英語らしいです。
commaでなくpointではないでしょうか。 one point five percents http://www.kosodate.co.jp/english/backnumber/050407.html あと上記の例なら、文の形はIt is でなく The share .... is .... percents now.でいいかと思います。
