機械翻訳のサイトを探しても「正しく」翻訳できるかどうかの保証がありません。
原文を見て、私なりにカッコをつけたものをご覧に入れます。個別の単語については辞書をご覧ください。
Each Party 【recognizes that ［{an armed attack against either Party (in the territories under the administration of Japan)} would be dangerous to its own peace and safety］】 and 【declares that {it would act to meet the common danger (in accordance with its constitutional provisions and processes)}】.

条文なので、サイトでというのは限りがあると思いますが。
