not either の基本的な使い方は，前に否定文があって，「もまた～ない」ですが，前に肯定文が来る場合もあります。 He is good-looking, and not affected, either. 「彼は顔立ちがよく，しかも気取ったところがない」 He is clever, and not conceited, either. 「彼は頭がよい。といってもうぬぼれているわけではない」 このように，肯定文の後に，否定の内容で何かを追加したり，修正したりする場合に用いられます。この場合は通常 and でつながれて，A and B という形になります。A も B も成り立つ，ということですが，B の内容が否定であれば，not ... either となるのです。 今回の文では，There was once a time ...「かつて，～の時代があった」という肯定の記述の後の修正として，「といってもそれほど昔ではなかった」としています。 ＞「かつてと言ってもそれほど昔ではないが」 は模範的な訳といっていいでしょう。

書かれてはいないですが少し補ってみるとこんな感じなのではないでしょうか。 There was once a time,( not now ) and not so long ago either, when everybody couldn't express his own opinion. 「現在でも、また遠い過去でもないが、かつて－－という時代、時期もあった」 There was once a time (かつてはそういう時もあった) の比較の基準は現在ですからそんな風に思いました。

「There was once a time」だけだと昔の話という意味に とられるので、それほど昔ではないという「not so long ago either」を付け足しています。 「not eihter」は、直前の文を補足するために使います。 例えば、 I don't like carrots, and she doesn't either. （わたしは人参が苦手です。彼女もそうです。） I am not skinny, but not fat either. （わたしは痩せていませんが、太ってもいません。）

例えば「私も知らない」という時、 I don't know either. と言いますよね。 「～も」を否定的に使う場合 either じゃないでしょうかね。ま、英語圏ではとにかく「not~either」は良く使われますね。

挿入句を使って 1文にしてるから There was once a time, and not so long ago either, when everybody couldn't express his own opinion. となるけど, これを 2文にわけたら There was once a time when everybody couldn't express his own opinion. And it was not so long ago either. になるんじゃないかなぁ? これなら not～either はほとんど自明.
