"its"は"the world"を指して「世の中の」の意味です。 "a return to"の"to"は"sweetness and decency"から離れてしまったのでそこ『へ』戻る感じです。 "in"は「心の中に」戻すわけです。"to"だと、外から、「はいこれ」的に"sweetness and decency"を渡すような感じです。ここでは、"sweetness and decency"が心の中で再び芽生えてくる感じです。

If there is one opinion that dominate in the Third World, at least among its politicians and intellectuals, it is that there is little hope for Third World countries to get over poverty unless they free themselves from their present state of dependency on the rich of countries. I think one must begin any discussion of policy choices for the Third World, assenting to this opinion.  It is, in its essence, a correct and very important definition of the situation. This need not mean that one has to assent to the opinion in all its forms. Thus I wouldn't assent to the view that the poverty of the Third World was historically caused by its invasion by Western imperialism, nor that the wealth of the West continues to be based on the sacrifice of the Third World, nor that revolution in the Third World are the only way to change the condition of dependency.  It is to the point, however, to say that much of economic relations between Third World countries and the northern half of the globe is harmful rather than useful for the former. Put simply, in a lot of bargains between the poor and the rich, ( ) get richer and ( ), at best, don't gain much. It is also clear, in the case of the Third World, that development, if it means anything at all must mean a change in this relationship. for some of the curves of the road round the little hills, and up long slopes to where views broke suddenly wide upon wanderers; and some of its windings by streams, as though for a while it had found a beautiful mate, strangely its opposite ; and its journey straight and far over bogs of heather,to which heaven appeared to have delegated its beauty; and many a twist and turn where it seemed to hurry, and many a lazy land where it seemed to rest; and stretches rarely met, where it appeared to attain to the dignity of a highway. some of its windings by streams は道が小川にそってくねって延びていることでしょうか? as though for a while it had found a beautiful mate, strangely its opposite これがどういう比喩なのか解かりません and stretches rarely met, where it appeared to attain to the dignity of a highway.

All the concern with thoughtful variable specification, precise measurement, and cautious interpretation of results has to do both with developing data worthy of being called factual and with understanding the limits of such data. Although the factual view of the world seldom seems to have the glamour subtlety of, say, the poetic view, we have tried to establish that it has a power and social utility of its own. Factuality is a necessary component of our world view, though the limitations on creating factual information, and the limited forms of observation and measurement we bring to the task, require a broader perspective on knowledge.

This national holiday was created in 1948 and a described in the N ational Holidays Act as the day when young people are made aware of their achievement of adulthood and are congratulated. On this day large-scale ceremonies are held in all parts of Japan.
