make a request of (人) と言うイディオムがあり意味は (人)に頼みごとをする。 違和感がある前置詞の使い方ですが辞書に出ていると思います。ロジックとしては、しゅ主語が(人)に向かって頼みごとをする(a request to)では無く主語が(人)にやってもらう頼みごとを(request of)、つまりrequestの主体が(人)になったものだそうです。 質問の文は不定詞構文としてrequestを前に持って来てof 以下を後ろに残したもの。
