時間経過と感じるのはおっしゃるような後に来る名詞の方のせいです。 with 自体はともに、という同時に過ぎず、 後に来る growth のような単語が変化していくため、 結果的に経過と感じるだけ。 辞書にも「～につれて」のような訳が出ていますが、 後にくる名詞によるところが大きいと思います。 with age などもそうですし、 with every step などは every のせいでもあるでしょう。 また、付帯状況の with などでも「～なので」 と訳せる場合がありますが、 あくまでも同時に成り立っているというだけで、 意味的に結果的に理由でも訳せる場合があるだけのことです。

But with the huge growth in restaurant culture, the time-honored custom of the dinner party became less popular. しかしながらレストラン文化の急成長により、古くからの由緒ある晩餐会の習慣はすたれていきました。 上記では、「急成長により、」と書きましたように、この場合のwithは時間軸のwithというよりも as や because 0fのような「原因」としての意味になるのではないでしょうか。（あるいは少し方向が違いますがaccording to など。） レストラン文化が晩餐会文化にとってかわられている という「原因と結果」の表現と思います。 withは「～に伴い」と訳されれば楽になるかもしれません。
