１。　まず意味ですが、多分 　「公共の場所での喫煙を禁止する法律が、たった今認められた」と言うことでしょう。 ２。ちょっと修繕 　A law has just been approved that bans smoking in puplic areas. ３。主文： 　主語：A law 　動詞：has just been approved　受身の現在完了形 　関係節 　　関係代名詞（主語：） that 　　動詞： bans 　　目的語：smoking 　　副詞の訳のをしている前置詞句：in puplic areas.

多分、 approvemではなくapproved puplicではなく、public だと思います。もう一度原文をご確認ください。 仮にそうだとした場合、下記の様になります。 特に文法的に頭を悩ませる内容ではないので何処をどのように説明したらいいのかよく分かりませんが A law has just been approved that bans smoking in public areas. 法律は公共空間で禁煙とする事でちょうど承認されたところです という意味です。 thatは関係代名詞です。 bans は動詞として使っているようです。動詞として使う場合は普通bans from smoking in public areasですがこのfromが省略されている様です。 A law has just been approvedは現在完了形で　法律がちょうど承認されたところだ。 という事を言ってます。 つまり関係代名詞以下の文（公共空間での禁煙）がちょうど承認されたところという感じになります。 分かりましたか？
