この場合のcreditは簿記からきています。継続的な取引のある相手に対しては売り手は買い手の名前でaccount（掛け勘定）を開き,売掛金を借り方（debit）欄に、入金を貸し方（credit）欄に記入します。従って10％をcreditするとは10％を入金側に記す、すなわち10％値引きということになります。蛇足ですが、その場かぎりの現金取引では『１0％値引きする』はたとえば 10% discountのようになりcredit を使うおかしくなります。

ご説明ありがとうございました。おっしゃる通り、先方は英語が母国語の国の人ではないので、おそらくちょっと間違った使い方をしているのだと思います。
