下の英文のカンマの後のthat と、whichの構造がつかめません。 There is something very curious in semantics, that the word "meaning"is probably, in the whole language, the word the meaning of which is the most difficult to find. that と which の解説をしていただけると嬉しいです(^^) お願いいたします。

Now, why be concerned about that at all -- since I am open to that -- because the historical preservation grants occur in an environment in which there is a trained call to faith based initiative that is flying across this country changing the whole scenario of church-state relations in this country の中にあるtrained call がなかなかわかりません。辞書をひいても、googleで検索してもすっきりしｍせん。どなたか教えてください。

●The clear sky in the countryside is not to be compared with that of a large city.(田園地方の澄みきった空は、大都市の空とは比べ物にならない) 上の文の that of ～ の that が前述の名詞の反復を避ける代名詞なのは分かるのですが、ここは比較の対象が the clear sky in the countryside となっているので、that in a large city としなくていいのですか？
