Define Federalism((be sure to distinguish it from separation of powers)という問題があるのですが、 = The division of political power between a central government and regional governments. この回答だと「separation of powers」に当てはまるのでしょうか? もしくは The federal government had its “sphere of sovereignty” (the political issues over which it had full authority) and the states had their own sphere of sovereignty, and the boundaries between the two were distinct.
