英文の解釈をお願いします
Maybe he's not that bad. Or maybe he's a good enough liar to fool her. 「彼はそんなに悪い人間じゃないかもしれない。」 その後の文章がよく分かりません。 He's a good の後に続くのが、Liar とか fool とか、 単語だけで見ると「良い」とは思えない語が続きます。 「そうでなければ、ものすごくひどい人」というような意味になるのでしょうか？

"good enough" の二言葉が全体をまぎらわしくしていますね。 "Maybe he's not that bad. Or maybe he's a good (enough) liar to fool her." "Maybe he's not that bad. Or maybe he's (good) enough liar to fool her." のどちらか一方だけにした方がわかりやすいかもしれません。 「彼はそんなに悪い人間じゃないかもしれない。さもなくば、彼を彼女をそそのかす（に十分な）嘘つきだ。」 ただ、「～ xxx の道を極めた者 ～」という意味として、"good enough xxx" という使い方はします。 e.g. He is good enough engineer to repair a rocket. 彼はロケットを直すに十分な技術者だ。 He is good enough actor to win the Oscar. 彼はオスカーを取るに十分な名優だ。

Orのあと、前の文との対比という形ですから 「彼はそんなに悪い人間じゃないかもしれないが、彼女を騙せる見事なウソつきかもしれない」 という意味になります。 good enough：十分に良い ですがその後ろがliarですから、「ウソつきとしては申し分ない」ということになります。

大学入試の問題で He is not ( ) to be a good driver. とありcareless enough がだめでcautious enoughが正解となってますがなぜでしょうか。「彼は上手に運転するに足りるほど用心深くはない」という訳ですが、careless enoughなら「彼は上手に運転するに足りるほど注意深い」となるはずですが。lessで終わる形容詞の直前にnotが付かないということでしょうか。He was careless not to 不～という文はよく見かけますが、後ろにnotが入ればいいのでしょうか。根拠が知りたいです。お願いします。
