動詞の修飾について
question debated question to be debated question being debated 河合塾のテキストによると、文法問題に於いては この３つは厳密に区別されるのだそうですが、 何を基準に区別されているのかよくわかりません。 理屈を説明していただけるとありがたく思います。 例) The question "to be debated" tomorrow is whether income taxes should be decreased. これは debated では不可だそうです。 If the committee members are in desagreement, refer them back to the rules originaly "agreed upon" これは being agreed upon では不可だそうです。

河合塾の解釈は知らないので、お示しの表現だけからになります。 １）question debated「議論済みの問題」 これだけだと、debated questionと言いたくはなりますが、question debated byなどと意味上の主語を明示するときなどは後ろに置くでしょうね。 question which was debated, question which has been debatedといった感じ。 能動文なら、We (have) debated the question. ２）question to be debated「議論されるべき問題」「議論予定の問題」 to不定詞のニュアンスを考えると、未来のことを表しています。 question which should/will be debatedといった感じ。 能動文なら、We are to debated the question.（be toは予定）、We wil debate the question. ３）question being debated「議論中の問題」 現在分詞の現在進行のニュアンスを考えると、やっている最中だということを表しています。 question which is being debated, question which we are debating, question which is under/in debateといった感じ。 能動文なら、We are debating the question. >The question "to be debated" tomorrow is whether income taxes should be decreased. 明日討議する問題ですから、討議済み（debate）でも討議中（being debated）でもなく、to be debatedと未来のこととしておくのがいいのでしょう。 >If the committee members are in desagreement, refer them back to the rules originaly "agreed upon" もし合意しないときに何を参照するかということですから、合意中（being agreed）でもなく、合意予定予定（to be agreed）でもなく、合意済み（agreed）のものしかありません。originaly（もともと）という語も、それに合います。

いつもお世話になっております。 読売の社説からの一文です。 According to the panel, the reason for the policy change is that the murals, if returned to the stone chamber, “could not be prevented, without question, from being subject again to damage from microorganisms like mold due to a lack of established technology.” 訳は、 有識者によると、政策を変更する理由は、もし石室に外に戻したら、壁画は既存の技術が不足しているので、再びカビのような微生物のダメージを防げない（妨げれない）、ということが理由である。 という風になるのはわかるのですが、 could not be prevented from being subject again to damage from microorganisms の部分は 1. prevent from のあとはing系が来る→being 2. be subject toの部分が→being subject to 3. その結果、prevent from being subject to damage from～で、～から損傷を受けやすいこと妨げられない、という解釈で正しいのでしょうか？ よろしくお願いします。
