どういう話の流れでそういう発言がなされたかが記されていないので、こちらで勝手にひとつの状況を思い描いてみれば、 日本の福祉のシステムはどんな具合になってるの？ 生活に困れば簡単に援助が受けられるの？ といったところかなと想像しました。

質問者さんのおっしゃるとおりの意味だと思います。 生活保護などの具体的な給付についてはbenefitという単語を使うはずです。その方はもっと大雑把に福祉制度が充実しているかを訪ねたかったのでしょう。
