Schengen協定に関するニュースの意味がわからない
- Member states are allowed to freeze Schengen and mount border controls solely on national security grounds at present, a move that has to be blessed by Brussels.
- 現状では、国家安全保障だけを理由として加盟国はシェンゲン協定を凍結して国境を定めることができるが、これはEUの許可を得て行うべき動きである。

ニュースなのでパンチの効いた文章にしていますが、普通なら例えば次のように２つに分けるところだと思います。カンマのところで２つの文章に分かれていると考えれば分かりやすいと思います。 Member states are allowed to freeze Schengen and mount border controls solely on national security grounds at present; (and) this is a move that has to be blessed by Brussels.

mount border controlsは「国境を定める」ではなく、「出入国管理を実施する」の意味のようですね。 allowedがto freezeと(to) mountの二つにかかっていると理解できるようです。 at presentは文脈的にはmount border controls...の部分だけにかかっているのではないでしょうか。 （協定凍結が許可されていて、また国境管理については現時点では保安管理上の事由のみということに限定されている） ↑これは違う解釈も可能だと思います。記事全文を読んでませんので、ひとつの解釈の仕方と理解してください。 で、a move that has to be blessed...はお考えの通りコンマより前の文と「同格」です。 Member states are allowed (1) to freeze Schengen + (2)(to) mount border controls solely on national security grounds at present, = a move that has to be blessed by Brussels.

move 以下はおっしゃる通り freeze と mount を指し、同格だと思います。したがって 現状では、EU側から歓迎される動き、すなわち、国家安全保障だけを理由として加盟国は、シェンゲン協定を凍結して国境を定めること、ができる。 あたりでしょう、まあ適当に修繕してください。

仰る通り、"move" は "freeze Schengen" と "border controls" にかかっていると思います。 「現状では、加盟国がシェンゲン協定を凍結して国境を定めることができるのは、国家安全保障上の理由が生じ、ＥＵの承認を得た場合だけである。」 "a move that has to be blessed by Brussels" ですので、ＥＵの承認は必須条件になると思われます。

はじめまして。ご存知の方、教えてください。 先日、WindowsXP搭載ノートPCの内蔵HDDの具合がおかしくなったので、新たに内蔵HDDを購入しUSB-ATAケーブルで外付けして市販ソフト(ファイナル ハードディスク入れ替え11PRO AOS社)を使ってデータをまるまるコピーしようと思いました。しかし、途中でフリーズしたので強制終了をしたところ、立ち上がらなくなりました。 UBUNTUをCDから起動して立ち上がらなくなったHDDをマウントしてデータを救出しようとしたところ、 $LogFile indicates unclean shutdown(0,0)Fail to mount`/dev/sda1';Operation not supported Mount is denied because NTFS is marked to be in use. Chose one action:Chose 1:If you have windows then disconnect the external devices..... xpが起動せず、ubuntuでデータ救出するもHDDがマウントできません。 OSはxp、デルのPCです。2006年製。 先日、PC起動後、早めにアクセスしすぎたのか フリーズしてしまい強制終了すると、 「\WINDOWS\SYSTEM32\CONFIG\SYSTEM」が存在しないか壊れているため起動できない」 となりました。 この付属のOS再インストール用CDあるのですが、 このPCは光ドライブが故障中で（CDーROMだけが読み込めない、DVDはたまに読み込まない）なので、 USBメモリ起動で、ubuntu8.1を起動し、 HDDをマウント、システムの復元に保存されているデータをもってきて修復 or Dドライブの個人データ救出をしようと試みたのですが HDDがマウントできないんです。 エラーメッセージには $LogFile indicates unclean shutdown (0,0)Failed to mount'/dev/sda5': Operation not supported Mount is denied because NTFS is marked to be in use. Choose one action: Choice |: If you have Windows then disconnect the exteral devices by clicking on the 'Safely Remove Hardware' icon in the Windows taskbar then shutdown Windows cleanly. アプリケーション「online-guardian.exe」はウイルス感染したwebリソース「http://～～～」をアクセスしています。Webリソースをブロックしたため、お使いのパソコンは安全です。 というのが頻繁に出るようになりました。Webを観覧もしていないのに出るのでバックグラウンドで勝手に動いている可能性があります。検索するとonline-guardian.exeの削除の仕方とか書いてあるけど変な日本語で書いてあったりします。online-guardian.exeなんて入れた覚えもないしスーパーセキュリティでウイルスチェックなどしても引っ掛かりません。どう対処するのが良いでしょうか？ ※OKWAVEより補足：「ソースネクスト株式会社の製品・サービス」についての質問です。

Peer Guardian 2というIPフィルタのフリーソフトを使用していますが、このソフトをインストールするとフリー百科事典『ウィキペディア』を開くことが出来なくなりました。 ウィキペディアのページを開こうとすると右下にあるPeer Guardian 2のアイコンが点滅していてどうやら通信を遮断しているようです 設定を解除すればいいのかもしれませんがログの中にあるどのIPを解除すればいいのかわかりません。 Peer Guardian 2を起動したままウィキペディアを見るにはどうしたらいいでしょうか？
