主語は "the suggestion", 動詞が arises で that citizens以下がsuggestionの中身を示しています。 「国家規模の大災害の最中には、災害時の計画を整備せよ、さらには災害に備えた訓練を行うともっと良いという意見が出てくる」 記事全体を見ると、今回の震災報道に関して、アメリカのテレビは準備不足であり、質が低いという論調です。

that は the suggestion と同格を表し,「~という提案」です。 いかなる国家規模の大災害のさ中には,国民は緊急時の計画を整えておくいた方がよい, さらには,災害に備えた訓練をしておいた方がよいという提案が行われるものだ。
