 「重要な少数派意見が述べられたが、究極的にインドは多様な動きを内在する一つを主要宗教にすることに落ちついた」  おそらく、これは宗教問題を、法廷で決めた際、多数派の意見(=これが国の宗教は重要なもの一つが望ましい、と言ったのでしょう)と少数派意見(多分色んな宗教が共存すべきだと言ったのでしょう)があり、その後者に触れているのではないでしょうか。
