schoolが複数のschoolsになっています。これは単に学校と言う抽象名詞ではなく、この学校、あの学校、あそこの学校と特定した複数の学校です。我々にはどの学校かは分かりませんが作者の頭には学校名・数等がイメージされています。と推論はこの学校と、あの学校に、assign(割り当てられた仕事・宿題・課題//を出す。）どんな課題？・・”扱い方””扱いの条件”の・・を割り振る。課する。 to sparate schools は（幾つかある学校を何らかの法則で切り離す＝例えば、地域ごとにバラバラに分ける）ことであって学校から～を切り離すとは意味が違うはずです。
