この文章を解釈できません。
BBC learning Englishに以下の文章がありましたが、解釈に苦しんでいます。 One key component is an agreement to treble to seven hundred and fifty billion dollars the resources available to the International Monetary Fund for lending to countries in trouble treble toは自動詞で「3倍になる」だと思うのですが、そうすると元々の金額は7500億ドルの3分の1だったのでしょうか？ また、dollars the resources available のresource は7500億ドルをさしているのでしょうか。（この部分に関係代名詞が省略されている？） 宜しくお願いします。

すみません、付け足し。 dollarsは副詞句の最後で、the resourcesは目的語の先頭ですから、ここに関係詞は省略されていません。

もしかしたら、質問を取り違えているかもしれませんが・・・ treble toで自動詞と見るよりは、 treble単独で、ここでは他動詞と考えた方がいいと思います。 to seven hundred and fifty billion dollarsは副詞句で、 the resources 以下が、trebleの目的語です。 だから、the resourcesを三倍にして7500億ドルにする、と言っているわけで、resource と7500億ドルは同格・言いかえではありません。

treable to の解釈はそれで結構です。 treable resources とつながり、resources は (treable の) 目的語となっています：resource を３倍にして 7500億ドルにする。 available は resources を後置修飾しています。IMF が利用出来る resource を３倍にして 7500億ドルにする。

dollarは皆さんご存知のとおり、 単位として扱うならば可算名詞になります。 一方で、ある辞書に例文として A hundred dollars is(×are) a good large sum of money. として出ており、 「この例では100ドルを一単位としてまとめて考えているため単数扱い」 と記述されていました。 100ドルを一単位とするということは100ドル紙幣として 考えればいいのかなと思ったのですが、 とある問題集に Three hundred dollars is too much for me to pay. と300ドルとして記述されていたので、 どうやら紙幣として考えるのは間違いのようでした。 そこで質問です。 辞書に書いてあったように 「※※ドルを一単位としてまとめて考えているため単数扱い」 という考えがよくわかりません。 もしそう考えるのであれば、具体的に数字がdollarsの前に付いた場合は ほぼ一単位として考えられると思うのですが、 そのような考えで問題ありませんでしょうか？ つまり、 15 dollars is the money I have lost. というようにdollarsの前に数字が来るとほぼ必ず単数扱いになる？ どうぞよろしくお願いします。

難しくて・・・、自動翻訳とかだとわけ分からないので Some people think that sustainable society would have to stop using nonrenewable resources, since their use is by definition unsustainable. That idea is an overly rigid interpretation of what it means to be sustainable. Certainly a sustainable society would use gifts from the earth's crust more thoughtfully and efficiently than the present world does. It would price them properly and keep more of them available for future generations. But there is no reason not to use them, as long as their use meets the criterion of sustainability already defined, namely that renewable substitutes should be developed, so that no future society finds itself built around the use of resource that is suddenly no longer available or affordable.

However, the team that generated the greatest profit looked at the resources through a completely different lens and made 650 dollats. These students determined that the most valuable asset was neither the five dollars nor the two hours. Instead, their insight was that their most precious resource was their three-minute presentation time on Monday. They decided to sell it to a company that wanted to recruit the students in the class. The team created a three-minute "commercial" for that company and showed it to the students during the class. This was brilliant. They recognized that they had a a fabulously valuable asset-that others didn't even notice-just waiting to be uncovered. Were all teams successful? Unfortunately,no. One team actually lost money when the students purchased umbrellas to sell in San Francisco on a rainy day, only to have the weather clear up shortly after they launched their effort.
