that節がどこにかかるか悩んでいます。

文章の流れから言って、that は a form and time frame にかかっています。でないとしたらかなり違和感のある流れになります。A form and time frame と主語が二つあるので、動詞は複数形になり、allow であっています。 この文章は二つに分けた方が分かりやすいと思います。 This includes systems that support the identification of data. これは、データ認識をサポートするシステムを含む。 in a form and time frame that allow staff to carry out their reports to be generated. スタッフが報告書を作成しやすい形式とスケジュールで(しかしこの英文は変ですよ。allow staff to generate their reports なら分かりますが) 二つ目の文章は、the identification of data の事でしょう。 つまり、このデータ認識作業は、報告書が作りやすいようなデータベースを作る。そして、報告書を作成するのに十分な時間がある様に、迅速に行われる。そして、そういったデータ認識作業をサポートするシステムがそこにはある,という事です。ややこしいですね。この場合のシステムは、会社の方針の様にもとれますが、ソフトウェアに関する事でしょうね。

ありがとうございます。確かに、 システムをソフトウェアと捕らえると、formがデータベースのフォームと考えられて、報告書生成のしやすいフォーマット、identification of data データ識別作業とすっきりと捕らえられますね。 staff 以下の変な英文はすみません、ちょっと省略があります。係り受けだけ質問したかったものですから。
