少し長くなります。以前このサイトで、「the player is considered that he failed in a shot.(その選手はゴールに失敗したとみなされる。) という英文は正しいか」という質問をした方がいて、それにアメリカ人の方が以下の回答をしていました。
回答:a player is considered to have failed to make the shotがよい。that以下にheを入れるのは主語を二度言うから不自然だから。
私はこの回答のto have failedとするのには納得なんですが、では以下の例は文法的に合っているのでしょうか？

なぜこの例を考えたかというと、以前似たような英文で、a defect which is considered to need corrective action(是正処置が必要な欠陥)という英文を作成したところ、帰国子女の方が「to needとつなげるより considered that needs corrective actionとするほうがよい。」と言ったのです。詳しく聞くことができなかったので何故thatの次に動詞が来るのかわからずじまいです。ややこしい質問で申し訳ないのですが、解説していただけたら幸いです。
