語義については最初の回答者が書いておられるとおりですので、文全体の意味を考えると [ネット以外の分野で]以前から名が知られている学校は、[ネット分野に参入後も]その知名度を有利に生かすことができる。 という感じでしょうね。

I can best describe it as an amoeba-like force that seems to smother large parts of the educational establishment. （中略） Amoebic thinking is driving the agenda for total inclusion, shutting special schools and pushing children who would benefit from attending them into mainstream schools. この文で、driving the agendaとはどういう意味でしょうか？計画を急かす？あるいは、議題（政策）を運転（コントロール）することでしょうか？"driving the agenda"でgoogle検索するとたくさんでてくるので、それなりに使われる言葉のようですが、検索結果を読んでもイマイチよくわかりませんでした。また、その後のfor total inclusionは、自分はアメーバが完全に何かを飲み込んでしまうという様を想像したのですが、そのような解釈であってるのでしょうか？
