確かに意味合い的には「or」でも良さそうですが、 「or」の場合は「いずれか一方」と言う意味ですので 大都市の人は「コンドミニアム」か「アパート」のどちらかにしか住まわない と言うようなニュアンスになると思います。 「and」を使うことによって 「コンドミニアム」で住む人もいれば「アパート」に住む人もいる と言うようなニュアンスになるのではないでしょうか。
