あるいは、「休暇中のグアムでのことだった」 のように、while 節は in Guam にかかるとは言えます。 しかし、it was in Guam で主節というより、 I met him for the first time in Guam のような内容を It was in Guam while ～は表しています。 だから、It was ～で主節、while ～で従属節、という感覚とは違うわけです。
