まず、whoのところにPeter君を代入し、平叙文にしてみましょう。 The teacher was angry with Peter. 先生はピーターのことで怒った。 先生はピーターに腹を立てた。 ですから、疑問文は 「先生は誰のことを怒っていたのですか?」 「先生は誰に腹を立てたのですか?」 ということです。wasですので、基本は怒った、腹を立てた状態を表します。 ですから、「怒らせた」ではなく、あるいは「怒った」というのもあり得ますがそれよりも「怒っていた」のようにとるとよいと思います。 以上、ご参考になればと思います。

補足質問へのお答 the teacher が主語で、whoが目的語になるのでしょうか。 まだ、見ていたらお願いします。 そうです。 現代の英語では、whomを使わない傾向にあります。 Whom was the teacher angry with?がかつての言い方でしたが、whomの代わりに現代英語はwhoを多用します。 With whom was the teacher angry?の場合、withの直後で、whoを使わないので、仕方なくwhomを使うことになりますが、この言い方自体、古めかしい、堅苦しい言い方となります。 Who did you see there? も Whom did you see there? が本来ですよね。 これも現代英語ではwhoとなります。 the teacher が主語で、whoが目的語になるのでしょうか。 →その通りです。 もし、whoが主語なら、たとえばそこにheを入れても成立するはずですが He was the teacher angry with. では意味不明の文になってしまいます。withの目的語も何もないのも妙ですし、angryもこんな位置で意味をなしません。 以上、ご参考になればと思います。

この文章は、受動態の変形なので、正しくは、「誰が、先生を怒らせたのか」だと思います。
