まず、a dream of the 1 percentは、挿入句なので、とってしまいます。 The Trans-Pacific Partnership is a stealthy policy being pressed by corporate America that in one blow could offshore millions of American jobs. すると、thatはstealthy policy を先行詞とする関係代名詞ということがわかります。 in one blowも一種の挿入です。 a stealthy policy (being pressed by corporate America) that could offshore millions ... ということになります。これにin one blow が挿入されています。 一撃を加えれば、数百万のアメリカの雇用海外へ流出させる→人目をはばかるような政策 というようなつながりですね 以上、ご参考になればと思います。
