・Taro is three years older than I am. といえば、「太郎は私より3歳年上です」という意味で、「太郎は3歳以上年上です」という意味ではありません。同様に、 ・The population of London is twice greater than that of this city. 「ロンドンの人口はこの市の人口の2倍の大きさです」となり、「2倍以上の大きさ」とはならない。つまり、ロンドンの人口はこの市の人口より大きいが、その程度は2倍である」という意味で、上の「太郎は私より年上だが、いくつ年上かというと3歳だ」というのと同じ意味合いです。 ・質問の2番目の例の日本語訳「その3倍以上に・・・」は不適切であり、「その3倍に・・・」とするのが正しいと思います。
