たぶん質問は、while の意味を ”～の間"ではなく、 although のような ”～である一方””～であるが” といった意味で使うには、どうかという質問なのでしょう。 ならば、主文はwhile節の内容をもう少し明確に否定するような表現にして 同じ時制である現在形ならば可能でしょう。 例。While ... outlook still remains ... 質問の英文は、現在形 ... will remain なので、while では時制的に 意味が不明瞭になります。
