まず１と２について。 １も２も正解です。過去形のとき日時が明確である必要はありません。完了形が日時が明確だと使えないだけです。ただ、２の場合だと「つい、今しがた」というニュアンスになります。 次に３です。aboutを入れても正解です。この場合、explainは自動詞として使われ、他動詞に直すと I will explain this matter to you.となります。
