これはですね、簡単ですよ。 Complicatingは動詞のComplicateのing形だと思えばいいわけです。 Complicateの動詞（他動）の意味は「複雑にさせる」ですから、すなわちComplicatingは「複雑にさせている」ってことですよね？つまりご質問の例文では「（物事を）複雑にさせるような事実」ということになります。 一方でComplicatedは、Frustratedと同じで形容詞に使われますが、これはすでに複雑になっちゃった状態を表しているわけです。たとえばThe situation is very complicated now.といえば、「事態はいまや大変複雑だ（複雑になっちゃった）」ということです。ご質問の例文にある"long complicated messages"は「一般的に電子メールは長文＆（もともと内容が）複雑なメッセージには適していないといわれている」という意味が込められています。要するに「複雑にしている」のか「すでに複雑になってしまている」かの違いだと思います。 ちなみにFrustratingとFrustratedも「イライラさせられる」と「イライラしてる」の違いですよね？ 私なりの解釈ですが、いかがでしょうか？

自信はないですが・・・・、 a complicating factor・・・何かを複雑にする要素（要素自体が複雑なものではない） complicating matters is the fact that・・・ 問題を複雑にしているのは（that 以下）という事実である complicated messages・・・そのメッセージそのものが複雑（意味が複雑とか） ということではないでしょうか？

Young guys are said “Young people don’t have a dream recently” by old people. As my opinion, I don’t think so. And we don’t want old people to say about that. In the first place, I`d like to say for old people “you don’t have a dream too, don’t you?” I think that people who don’t have a dream which don’t have acclaim to say about dreams. Maybe some young people are not old enough to become a good adult. But if they will be able to find a their dream and try and try to make it. They will be excellent person at that time. I feel sorry to say that today's young people don't take care of old people. とありました．これを 「私は今日（このごろ）の若者が，お年寄りをいたわらない．という事を言ってすまないと感じている．」 かな，とおもいましたが，翻訳文には 「私はこのごろの若者が，お年寄りをいたわらないことを残念に感じている． 」 とありました． でもfeel(be) sorry to～で「～して申し訳ない」と言う意味がありませんでした？なぜ翻訳文のようになるのかわかりません．
