One reason that it might be possible is that, off the coast of Scotland under the North Sea, there are the largest oil fields in Europe. One reason that it might be possibleまでが主語で、「それ（独立）が可能になるかもしれない理由のひとつ」は、ということです。その内容がthat以下の部分です。 that（, off the coast of Scotland ）（under the North Sea,） there are the largest oil fields in Europe. （, off the coast of Scotland ）と（under the North Sea,）は、並列のように考えていいと思います。 off ～は、「～を離れたところに」の意味です。「スコットランドの海岸を離れたところに」つまり、「スコットランドの沖合いに」です。そして、under the North Sea「北海の底に」。「スコットランドの沖合い、北海の海底に」。in Europe で the largestな「oil fields」（油田群）がある。それが、独立可能と言える理由の一つだ、ということです。 piped ashore の解釈は、パイプラインが陸地まで引かれているのかどうか、その油田のことを調べてみないとわからないですね。ぜひお調べになってください。そして教えてください。

#1です。すみません。 "The oil is piped ashore in Scotland" の部分が違っていたようです。 「石油が、船でスコットランドに運ばれ」かも知れません。 "pipe ashore" で「下船させる」の意味のようです。 （自信はありません）

The creature that can do this knows where north is and everything else can be figured out. I don't know what the equivalent would be in the Southern Hemisphere, but undoubtedly there is one. Navigation simply does not seem to need the details of astronomy.
