likelyという表現は、まず「これからそうなりそうだ」というのが最初に感じられることばです。 something that is likely will probably happen likelyなものというのは、起こるだろうと思われるもの Snow showers are likely tomorrow. 明日、にわか雪が降りそうだ。 （ロングマン現代英英辞典より、和訳はMilancom） ですから、その会合が「長引く」といえば、「これから長引く」だろうというのであって、その意味では２が一番ぴったりくるように思われます。ただ、すでに会合は始まっていて、まだまだ長引くといった感じでしたら、４もありかなとも思うのですが、ここは文法問題でもあることですし、２としておくのが無難ではないでしょうか。 likelyには、「そうであろう」という意味もあるわけです。 something that is likely is probably true likelyなものというのは、おそらくそうなのであろうと思われるもの Children who live in the country's rural areas are very likely to be poor. その国の田舎に住んでいる子供たちは、おそらく貧しいのであろう。 （ロングマン現代英英辞典より、和訳はMilancom） ですから、その会合はいつも長引くといいたいときには１の表現が、その会合が長引いたのだろうといいたいときは３の表現が使えるのではないかとも思えるのですが、今一歩自信がありません。他の回答者の賢明なるご意見をお伺いしたいものです。 なんだかいい加減なお答えで申し訳ありません。

ある単語集の例文として載っていた文です。 The current exchange is the lowest it has been in ten years. 「現在の為替レートはここ10年間で最も低い。」 という訳になっています。 意味は分かります。しかし、 the lowest と [ it has been --- ] 節の文法上の関係が分かりません。 よろしくお願いします。

June 6発行のＴｈｅ Daily Yomiuriに添付のＷａｓｈｉｎｇｔｏｎ Ｐｏｓｔの記事タイトル（Ｐ１３）、"Moving in with your parents?....に下記英文があります： 左から３コラムで、上から２Ｐａｒａ, Top line から、Ｉｔ is not that young people spurn entry-level jobs. It's that entry-level jobs are all too often dead-end jobs.. この英文の意味はわかりますが、Ｉt is not that～の構文は強調構文でしょうか、それとも形式主語構文（？）でしょうか？次のＩｔ is that の構文も文法的な意義が把握できませんが、よろしくご教示 お願いします。
