eat their own cooking は eat your own dog food という決まり文句を頭に置いていると思われます。eat your own dog food は、「自分 (たち) の作ったもの (もしくはサービス) を使う」 という意味があるので、But in corporate polities, unlike nation states, the citizenry can easily depart and not eat their own cooking. という文を見ると、「企業は国家とは違うので、その住民 (社員) は (自分の意思で) 自由にそこを去り、その (かつて所属していた会社で製造していた) ものを使わなくてもいい」 という意味に取れます。
