受動態から能動態に書き換えが理解できません。

They speak English in Canada. これは英文としては不自然です。でも課題が受動態から能動態に書き換えろと言うことで、そもそも受動態では動作の主語を曖昧にしてしまっているので、課題に対しては正解と言うことになるのだと思います。この文の前にTheyが誰だかわかる記述があれば別ですが、でもTheyがカナダ人だとわかるとしたら、出題の文の in Canadaは冗長です。この文単独でもTheyはあとの in Canadaでわかるので意味は通じるけど実際にこの文単独で使うようなことは無いと思います。 あと、この問題そもそもが良くなくて、カナダってケベック州はフランス語圏。国としても両方公用語でケベック州以外でも英語とフランス語の両方の記載を義務付けているところが多い国なので、現実を考えてしまうと誤解を招く出題だと思います。それはさておき、カナダではみんな英語をしゃべるとしてですが、自然な表現は、 Canadian (people) speak English (in their country). People in Canada speak English. 上の２つの文を今度は受動態にすると、 English is spoken by Canadian people (in their country). English is spoken by people in Canada. この２つとも、カナダの人が英語を話すことが強調されてしまっていて少しトーンが変わります。 受動態はあえて主語を曖昧にしているところもあるので、そのトーンを能動態に活かすと、ちょっとおかしいけどtheyくらいが良いと言うことかと思います。まあ、英語学習向けの正答と言うことでしょう。
「人格的なもの」なら，なんだって主語になれるんじゃないですか。 dwellers，inhabitants，men and women, some potion of people，everyone，someone・・・ そのうち，もっとも簡単で曖昧なのが they なんでしょう。これは，A君，B嬢と個人の顔がみえる「彼ら」ではなく，まるっと「やつら，連中」の意味です。 いいようによっては， Even a dog speaks English in Canada. （英語で発された命令がわかる） だっていいはず（笑）。 以上は，おおかたがシャレなので，ちゃんと英語の先生からお習いなさい。

＞なぜthey が文頭にくるのか理解できません。 ⇒Theyには、不特定の人々を指して「人は」の意味があります。 これを「不定代名詞的用法」と言います。 ＞people や Ｃanadian では誤りでしょうか ⇒いいえ、誤りにはならないと思います。 ただ、場合によっては、やや不自然な表現ととられることがあるかも知れません。
