Today Europe faces a new flow of immigrants from countries that have not shared the experiences of Western culture. Eastern Europeans are moving west since the fall of the Communist regimes in 1989. The influx is destined to increase, perhaps dramatically, because of the changes in Eastern Europe. Immigrantion from Third and Fourth World countries is creating new social and economic problems. The impact of immigrants from so many different cultures may also undermine Europe's delicate cultural equilibrium. These newcomers have to adjust to two new cultures. They must learn to live in a society that is both European and technological. 以上です。よろしくお願いしますm(_ _)m

part1の続きです。 It is claimed that many British companier are losing business through a lack of language skills. Telephone operators often do not understand enough to put through overseas calls, and in a league of European companies with executives who are able to negotiate in a foreign language,Britain is second from bottom. Because of poor language skills at home, employers in Britain are turning increasingly to nationals of other countries when recruiting staff, especially in areas such as hotels, commerce and international transport. Nor is there much good news from British schools, where statistics show that languages are not given as much priarity as in other parts of Europe.

  • 和訳お願いしますm(_ _)m

suggestible=被暗示性、という心理学用語ですm(_ _)m We are suggestible, ready to take ideas from others and make them our own. Suggestbility descnbes why people believe something that never happened. They become convinced because they are told about an event. They see it in movies, and they hear about it. So they combine theae thoughts into false memories―――but not real ones. Psychologists believe that many childhood memories are created by parents for their children. They tell the child that something happened: "Remember when we went to the seaehore?' And the child collects beach and vacation ideas into a memory. Propaganda is delibetately telling people ideas that you went them to believe. Advertising is another form of suggesting to people, and people of all ages tend to believe advertising. All of us are suggestible; children are particularly so.

These people are the extreme edge of Europe's working poor: a growing slice of the population that is slippping through the long-vaunted European social safety net. Many, particularly the young, are trapped in low-paying or temporary jobs that are replacing permanent ones destroyed in the economic downturn. Now, economists, European officials and social monitoring groups are warning that the situation is about to get worse. As European governments respond to the debt crisis by pushing for deep spending cuts to close budget gaps and greater flexibility in their work forces, "the population of working poor will explode," said Jean-Paul Fitoussi, an economics professor at L'Institut d'Etudes Politiques in Paris. To most Europeans, and especially the French, it seems this should not be happening. With generous minimum wage laws and the world's strongest welfare systems, Europeans are accustomed to thinking they are more protected from a phenomenon they associate with the United States and other laissez-faire economies. But the European welfare state, designed to ensure that those without jobs are provided with a basic income, access to health care and subsidized housing, is proving ill prepared to deal with the steady increase in the number of working people who do not make enough to get by. The trend is most alarming in hard-hit countries like Greece and Spain, but it is rising even even in more prosperous nations like France and Germany. "France is a rich country," Mr.Fitoussi said. "But the working poor are living in the same condition as in the 19th century".

【本文】 Through a combination of immigration and difference in birthrate among ethnic groups, many countries in western Europe are experiencing a change in their ethnic and cultural composition. There are various reactions to these developments. At one end of the range are the radical cosmopolitans, who view nation states and national identities as dangerously old-fashioned. At the other end are the ethnic nationalists who wish to defend the purity of their own nation against all newcomers. My own position lies between these extremes. Immigration on a modest scale brings benefits in the form of diversity and new ideas, but the pace of the present transformation in Europe worries me. I believe it inevitably invites conflict.I also believe that nations are historical communities that have the right to shape their own collective future as they see fit, and to resist developments that gradually injure their identity and sense of continuity. I do not believe that national identity can, or should, be remade at will by a cosmopolitan elite to be consistent with its own vision of how the world should be. Many nations, especially in Europe, have deep roots and their existence promotes the global diversity that cosmopolitans claim to value. Many cosmopolitans agree that “oppressed peoples”such as the Palestinians have rights to a homeland and identity, but they deny such rights to the historic majorities of western Europe. European nation states are facing a challenge on many different levels. It is not just an issue of immigration and ethnic transformation. Global economic developments in trade, production and finance have partly undermined the internal unity of their national economies, while political developments are challenging their sovereignty and internal democratic structures. It is not surprising that the people most hostile to immigration are also the most hostile to economic globalization and to supranational institutions. They are raising, although often in anti-foreigner form, issues of community, identity and self-determination that should concern all democrats. Benedict Anderson invented the term “imagined community” to describe a nation. Some writers have interpreted this term as practically equal to“imaginary”and therefore unreal. But this is false. A nation is no more imaginary than a language. Indeed, they are similar and related. Both have an abstract, symbolic aspect that establishes a connection between people who do not personally know each other. Both have historical roots and, once established in the minds of the people, take on a life of their own. A nation is a community and as such is to some extent exclusive. Its members share a sense of common identity and have special moral duties to each other. The national community also has moral duties to outsiders, although these are more limited than towards its own members. Not everyone in the community will share this sense of identity and duty to the same extent. Some people may hardly feel part of the nation at all because they are too self-absorbed or too cosmopolitan in attitude. Some people may identify strongly with certain features of the nation, but not with others. But these differences do not matter, as long as there is enough common ground to give the nation internal unity and preserve a sense of historical continuity.

'The thing that gives people courage is ideas'. The phrase might be expanded. For it is not only courage that comes from ideas; it is determination; it is the power to act, the power to go on acting coherently. For though it is true that most ideas are the rationalizations of feelings, that does not mean that feelings are more important in the world of action than ideas. Feeling provides the original supply of energy, but this supply of energy soon fails if the feelings are not rationalized. For the rationalization justifies the feelings and serves at the same time both as a substitute for feelings and as a stimulant for them when they are dormant. You cannnot go on feeling violently all the time---the human organism does not allow of it. But an idea persists; once you have persuaded yourself of its truth, an idea justifies the continuance in cold blood of actions which emotion could only have dictated in the heat of the moment.

Biofuels are heavily subsidized throughout the developed world , including the European Union and the United States, and enjoy tax breaks that are given because they are more expensive to produce than conventional fuel. In the United States and Brazil most biofuel is ethanol , derived from corn and, used to power vehicles . In Europe it is mostly local rapeseed and sunflower oil, used to make diesel fuel. But as many European countries push for more green energy, they are increasingly importing plant oils from the tropics, since there is simply not enough biomass at home. On the surface, the environmental equation that supports biofuels is simple: Since they are derived from plants, biofuels absorb carbon while they are grown and release it when they are burned. In theory that neutralizes their emissions. But the industry was promoted long before there was adequate research, said Reanne Creyghton, who runs Friends of the Earth’s campaign against palm oil here.
