Johnson. ⇒ これ、Wikipediaを見ると、冒頭に同じことを言っている表現があります。ちょっとおかしいのは、War on Poverty ≠ expansive social-welfare legislation ではないこと。でも問題なく通じます。Wikipediaと違う War on Poverty is a nickname for comprehensive social-welfare legislation introduced in 1960s by the administration of then president, Lyndon B. Jonson. then presidentは「当時の大統領」。 包括法制はcomprehensive legislation。 > It intended to help end poverty in the United States. help は、目的語をともなってその後にend のような原形不定詞を置くことができるのですが、help end は無いと思います。help the country end。intend とその前にあるので、help は冗長で、intended to eliminate poverty out of the country. で良いと思います。 > It was ultimately limited in its effectiveness by the economic resources consumed by the country’s increasing involvement in the Vietnam War. ⇒ Ultimately, it could show only limited effect by itself due to the lack of economic resources which was shifted to be consumed for the Vietnam War. 効果が限られていたと言うだけであれば、 it ended up with only a limited effect と言う言い方がスッキリしますが、どうもこの法律の前後にアメリカの貧困率は大幅に減ったようで、ただそれがこの法律のおかげよりも別の要因だったようなので、上の様にしました。

#2 です。 ＞out of the countryはどういう意味でしょうか？「国外」という感じがします。 ⇒ out of は、多くの場合 from と同じように使われます。ここでの場合、 It intended to eliminate poverty out of the country で、 「この国から貧困を取り除くことを目的としていた」 from もある場所にあるいろいろな物の中から、特定の物を取り出すような意味でお使われるのですが、out ofの場合その意味合いがより強くなると思います。大抵の場合どちらでも良いです。
