英文解釈について
以下の英文解釈について文法的解釈も含め教えて下さい。 最後の一文がわかりません。 特にworst of whatあたりがあやふやです。 And they said, "Well, look, we have to design for at least one car per household because it’s the future." There is this expectation — that the future is America. The phenomenon of emulating the worst of what we do is really dangerous. よろしくお願いします。

英文解釈の参考書に It is not a question of what you can do but of when you can do it. (君に何ができるかではなく、それができる時期が問題だ。) とありました。 私は、 It is a question of what you can do but of when you can do it. という英文を作ると、上述の和訳の意味になるような気がしてしまうのです。なぜ、最初に書いた英文が、その直後の和訳になるのでしょうか？

ある論文（Hassabis 2017, Neuroscience-Inspired Artificial Intelligence）の中の一文です。systems が複数なのがおかしいので最初は誤字だと思ったのですが、出版から数ヶ月経っても訂正されていないので誤字ではないのかもしれません。 systems が、 system's とか a system which have になっていれば解釈できるのですが…。ちなみに文脈としては、「人工知能（人工のシステム）を作るにあたって、神経科学（生物の脳の研究）は役に立つ」というなかの一文です。 What we are interested in is a systems neuroscience-level understanding of the brain, namely the algorithms, architectures, functions, and representations it utilizes. よろしくお願いいたします。
